Reason for an observer

There is a reason for the state law that says that all boats pulling a skier must have at least two people on board: an observer and a driver.  The reason: so the boat driver can maintain a proper lookout for other boats and concentrate on driving the boat and keeping it pointed in the right direction.  The driver can not do that, and keep an eye on the skier at the same time.  There is no way to know if the boat in the video had an observer on board, but the driver was definitely not focused on driving the boat!
